Introduction

Understanding unit rates of electricity bills was never easy due to its complex tariff plans. There are different tariff plans for different categories and their slab rates are also different. But this complexity will be no more after reading this article. Electricity tariff /rates in Bihar are revised every year from 1st  April. So this year, there have also been some changes in electricity rates. In the tariff order by the Bihar Electricity Regulatory Commission (BERC) of 2023-2024 unit rates are significantly increased which is approx 24% compared to the previous year. But on the other side, the Bihar government has also increased the subsidy to compensate for the unit rate hike. Anyway without wasting time let us start discussing unit rates for 2023-2024 for each category one by one.

We will also see the previous year’s unit rate and government subsidy so that you can realize the difference. Let’s discuss category-wise one by one.

  • Domestic Service

This tariff is applicable for the supply of electricity for domestic purposes. It is further divided into sub-categories which are as below.

  • Kutir Jyoti / BPL Connections (KJ/BPL) – Rural / Urban

This will be applicable to all dwelling houses of rural and urban families below the poverty line (BPL). Here is the Electricity tariff comparison with respect to the previous year.

From the above table, it is clear that:

  • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy. 
  • The fixed charge is just doubled from rs. 10/- per connection per month to rs.20/- per connection per month.
  • Domestic Service – I (DS – ID Rural) (Demand Based)

This is applicable to domestic premises in rural areas. Here is the Electricity tariff comparison with respect to the previous year.

From the above table, it is clear that:

  • There are only two unit slabs instead of three unit slabs last year.
  • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy.
  • The fixed charge is just doubled from rs. 20/- per kW per month to rs.40/- per kW per month.
  • Domestic Service – II (DS – IID Urban) (Demand Based)

Here also 

  • There are only two unit slabs instead of three unit slabs compared to last year.
  • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy.
  • The fixed charge is just doubled from rs. 40/- per kW per month to rs. 80/- per kW per month.
  • NON-DOMESTIC SERVICE (NDS)

This is applicable to the supply of electrical energy for non-domestic purposes like shops, hospitals, restaurants, hotels, clubs, etc. It is further divided into sub-categories which are as below.

  • Non-Domestic Service (NDS – ID) Rural (Demand based)

This is applicable to Non-domestic premises in rural areas. Here is the Electricity tariff comparison with respect to the previous year.

From the above table, it is clear that:

  • There are only two unit slabs instead of three unit slabs last year.
  • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy.
  • The fixed charge is just doubled from rs. 30/- per kW per month to rs.60/- per kW per month.
  • Non-Domestic Service (NDS – IID) Urban (Demand based)

    Applicable to non-domestic premises in urban areas notified by the Department of Urban Development, Government of Bihar from time to time. Here is the Electricity tariff change comparison with respect to the previous year.

  • From the above table, it is clear that:

    • There are only two unit slabs instead of three unit slabs last year.
    • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy.
    • The fixed charge is almost doubled from rs. 180/- per kW per month to rs. 300/- per kW per month.
  • LOW-TENSION INDUSTRIAL SERVICE

This is applicable to the supply of electricity to low-tension industrial consumers. which includes incidental lighting for industrial processing or agro–industries purposes, arc welding sets, flour mills, oil mills, rice mills, dal mills, atta chakki, Huller, expellers, etc.

  • LOW TENSION INDUSTRIAL SERVICE (LTIS – ID) (Demand based)

This is applicable for the supply of electricity to low-tension industrial consumers with connected load /contract demand up to 19  kW.

  • Here,

    • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy.
    • The fixed charge is almost doubled from rs. 144/- per kVA per month to rs. 288/- per kVA per month.
  • LOW TENSION INDUSTRIAL SERVICE (LTIS – IID) (Demand based)

This is applicable for the supply of electricity to low-tension industrial consumers with connected load /contract demand is in between 19  kW to 74 kW. 

  • Here also

    • The unit rate is increased but after govt subsidy also increases accordingly. Although you will be charged a little more because electricity duty will be calculated on the unit rate without subsidy which is increased. It means you have to pay more electricity duty due to increased rate even after increasing govt subsidy.
    • The fixed charge is almost doubled from rs. 180/- per kVA per month to rs. 360/- per kVA per month.
  • IRRIGATION AND AGRICULTURE SERVICE(IAS-I)

This is applicable for the supply of electrical energy for bonafide use for agricultural purposes including the processing of Agricultural Produce, confined to a chaff-cutter, thrasher, cane crusher, and rice Huller when operated by the agriculturist in the field or farm. This is also applicable to hatcheries, poultries (with more than 1000 birds), and fisheries (fish ponds).

  • LT ELECTRIC VEHICLE CHARGING STATION(LTEV).

This Tariff category is applicable for Electric Vehicle Charging stations including battery swapping stations for electric vehicles.

  • HIGH TENSION-GENERAL( HTS).

This is applicable to the supply of electricity connection getting supply at 11kV or above.
